Industry on the Verge of a "Standards and Regulations Surge" | Commentary

Since May, the automotive industry's regulatory authorities and authoritative institutions have successively issued a series of standards and regulations. The high density and large number of these releases are rare, preemptively responding to the Central Political Bureau meeting held on June 27, in line with the three major requirements of problem orientation, system construction as the main line, and systematic concept.
On May 27, the Ministry of Industry and Information Technology (MIIT) released the "Public Solicitation of Opinions on Five Mandatory National Standards Including 'Technical Requirements and Test Methods for Passenger Car Braking Systems'", which includes "Safety Requirements for Power Batteries Used in Electric Vehicles"; on June 11, it released the "Public Solicitation of Opinions on the Mandatory National Standard 'Safety Requirements for Electric Vehicle Conductive Charging Systems'"; on June 25, it released four draft mandatory national standards, namely "Vehicle Accident Emergency Call System (Draft for Comments)", "Safety Requirements for Light Sources Used in Motor Vehicles and Trailers (Draft Draft for Comments)", "Technical Specifications for Automotive Windshield Defrosting and Demisting Systems (Draft for Comments)" and "Passenger Car Fuel Consumption Limit Values (Draft for Comments)". Within a month, almost one mandatory national standard draft for comments was released every five days, and the results of constructing and improving the automotive product system were particularly fruitful, which is unusual.
Authoritative institutions in the industry have also actively formulated standards in response to the prominent reality of disputes over new energy vehicle evaluation. On June 11, China Automotive Technology and Research Center released the "Intelligent Connected New Energy Vehicle Complex Cold Environment Test Evaluation Procedures (2024 Edition)" draft for comments, which formulated detailed and meticulous operational specifications for the winter evaluation activities of new energy vehicles; on June 13, the China Automotive Technology and Research Center held the "Automotive Extreme Test Evaluation Standard System" construction and application working group meeting, and announced the implementation of the "China Auto Summer Test", in order to provide more authoritative automotive evaluation references for society. The two authoritative institutions have made efforts in the field of automotive extreme testing one after another, and the evaluation standards they have formulated are bound to help the industry develop healthily.
In addition to the characteristic of large volume and high density, the second characteristic of these standards and procedures is that humanized care is becoming more and more prominent. For example, the regenerative brake pedal that violates traditional driving habits, hides great safety hazards, and can slow down to a stop is proposed to be prohibited, that is, "one board and two uses" is not allowed. Moreover, it is required that the power battery should achieve "four no's" under all test conditions - no fire, no explosion, no leakage, and no shell rupture; once a thermal runaway event occurs, one must issue an alarm signal within 5 minutes, and two, no smoke should enter the passenger compartment. In addition, how to preserve electricity before the vehicle enters the track was once a focal point of disputes in winter testing activities. The standard of China Automotive Technology and Research Center requires: if the immersion area and the test road are not the same place, the vehicle should be towed to the test road after the immersion is completed, and the towing time should not exceed 30 minutes; the use of on-board power is not allowed, and the regenerative braking system has not come into effect. Such regulations are convincing.
Taking the initiative to expand the scope of safety protection and strengthen international integration is the third characteristic reflected in the above batch of standards and regulations. For example, it is mandatory to install a vehicle accident emergency call system (AECS), which is the first time the country has proposed such a mandatory requirement, in order to save more lives. Once a vehicle has a traffic accident, AECS can help the police and emergency organizations obtain the exact location of the accident vehicle, which can save 50% of the response time, and also reduce the number of deaths of drivers and passengers by half, and save 15% in medical expenses. At the same time, it can also improve the national road safety system, meet the requirements of relevant international regulations, and avoid trade barriers. The suggested implementation date for the AECS standard is January 1, 2027.
The author believes that the third characteristic will become more and more prominent in the future. On June 21, the Ministry of Industry and Information Technology released the "Key Points of Automotive Standardization Work in 2024", which determined to accelerate the development of key urgently needed standards in strategic emerging fields, improve the safety foundation standards, domestic and foreign standards compatibility, and optimize and improve the automotive standardization work mechanism in four aspects of 16 tasks. The quantity of institutional supply will be greater, and the quality will also be higher. Electric vehicle remote service and management, power battery durability, battery recycling and utilization, solid-state batteries, sodium-ion batteries, electric vehicle decelerator assembly, motor system working condition efficiency test, fuel cell electric vehicle hydrogen injector, as well as electromagnetic compatibility, automotive chips, information security, pure electric passenger car power consumption, carbon footprint, networked intelligent driving, satellite connection, vehicle optical fiber communication, etc., almost all products and systems involving safety and environmental protection will have rules to follow and evidence to rely on.
The "Key Points of Automotive Standardization Work in 2024" states: "Keep up with the development trend of automotive technology and the actual needs of the industry, carry out the implementation effect evaluation of the '14th Five-Year Plan' technical standard system of the automotive industry, start the research on the '15th Five-Year Plan' technical standard system, and promote the construction of a standard system covering the entire industrial chain, the whole process, and the whole life cycle, to better adapt to the new situation and new requirements of technology and industry development." In the next four or five years, China's automotive industry will, like other industries, usher in a "surge of standards and regulations". Looking at the present from the future, the above five mandatory national standards and two evaluation specifications can be said to be just the beginning.
